What conduct should citizens foremost adopt?

There are several things citizens can do to thwart an act of terrorism. These include:

  • remaining constantly vigilant;
  • alerting the authorities of any suspicious, unusual, inappropriate or out of the ordinary activities, acts or behaviours;
  • alerting the authorities when discovering an unusual or abandoned suspicious object of unknown origin;
  • following all instructions, in particular in public places and buildings (stations, airports, agencies, museums, restaurants, cafés, shops, etc.);
  • helping to facilitate the authorities' actions such as searches and parcel and baggage inspections.

This conduct also applies for those responsible for public or private places or buildings (administrations or businesses respectively) who are required to implement specific protective measures on the basis of the alert level in place.

 

What role and responsibilities do citizens have in the implementation of the VIGILNAT plan?

Public vigilance increases the effectiveness of the VIGILNAT framework.

By doing the following, each citizen increases the effectiveness of the vigilance measures laid out in the VIGILNAT plan:

  • getting to know the plan;
  • facilitating the authorities' actions;
  • following the authorities' instructions;
  • and shouldering their responsibilities as a citizen.

What role and responsibilities do the public authorities and stakeholders in the private sector have in the implementation of the VIGILNAT plan?

In general, the people responsible, both in the public and private sectors, for vulnerable facilities and bodies are charged with organising their own protection. This internal form of protection aims to ensure that places and activities are safe from malicious or accidental risk.

To this end, all organisers of public meetings, shows or demonstrations must implement the necessary measures to guarantee the safety of the public and participants.

How is the security framework structured?

The security framework is twofold, an "external" framework and an "internal" framework.

External measures that relate to the surveillance and protection of vulnerable areas are implemented by the law enforcement agencies.

Internal measures are implemented by the owners/operators of the respective vulnerable areas.

What should you do if you are suspicious?

If you become aware of an individual or group acting in an abnormal way or one or several objects that are suspicious (out of the ordinary or abandoned) in a private or public area or building, you should inform the surveillance and security services or law enforcement (if threat level 3 or 4 has been raised then you should alert a patrol if applicable).

What should you do if you discover abandoned baggage?

One such course of action is to alert the authorities of any suspicious, unusual or abandoned object of unknown origin. You must remain calm at all times and inform those in charge of security in the location or building in question (public or private).

Every citizen must do their best to facilitate the actions of the authorities present and follow their instructions.

What happens if abandoned baggage is discovered?

Abandoned baggage is considered a suspicious object.

If the owner of the baggage cannot be identified, security procedures are then implemented: a security perimeter is set up and specialised services are called to deal with the situation.

What should you do if you witness something out of the ordinary?

There are several things citizens can do to thwart an act of terrorism in such situations.

These behaviours or actions in particular consist of :

  • alerting the Grand Ducal Police of any suspicious or abandoned object of unknown origin;
  • alerting the Grand Ducal Police of any suspicious, unusual, inappropriate or abnormal activity, action or behaviour.

You should remain calm at all times and inform the Grand Ducal Police and/or those in charge of security in the place or building in question (public or private).

Every citizen must do their best to facilitate the actions of the authorities and follow their instructions.

How should you react in the event of a terrorist act?

In the event of an act of terrorism (an attack, a hostage situation, etc.), each citizen must:

  • what they can to facilitate the work of law enforcement and the emergency services;
  • comply fully with the instructions given by law enforcement and the emergency services;
  • follow closely the instructions announced through the media by the government.

How do you know if a foreign country is exposed to a terrorist threat?

Before going on holiday or moving to a foreign country, you are advised to check what the current situation is in the country in question by consulting the "Security advice to travellers" (Avis aux voyageurs) section of the Ministry of Foreign and European Affairs' website.

The French government's France Diplomatiesite and the German Federal government's Auswärtiges Amtsite also provide an overview of the situation by country.

In general, the same behaviours and reactions should be adopted abroad as at home.
