Emergency response plan in the event of a nuclear accident
This emergency response plan (PIU) in the event of a nuclear accident defines the actions the government will take in a nuclear or radiological accident. The objective of the plan is to define planning measures, to establish alert procedures as well as the preventive, protective and emergency measures for the population in the event of any nuclear and radiological emergency, and in particular in the event of an accident at the Cattenom nuclear power plant or any other nuclear or radiological facility.
In general,
“Nuclear installation” means:
(a) a nuclear power plant, an enrichment plant, a nuclear fuel fabrication plant, a processing facility, a research reactor, a spent fuel storage facility; and
(b) radioactive waste storage facilities which are on the same site and which are directly linked to the nuclear installations listed in point (a).
“Radiological facility” means: a structure in which radiological practices are carried out.
This plan sets out measures designed to ensure an adequate level of preparedness and response in the event of a nuclear or radiological accident. The application of these measures must enable the consequences of a nuclear or radiological accident to be attenuated in the event that such a situation should occur despite all the efforts made to prevent it.
The emergency response plan lays out:
a) the process for raising the alarm for the authorities, intervention teams and the population;
b) the different preventive and protective measures to be planned or put in place in the event of a nuclear and radiological accident;
c) the response levels for implementing the different preventive and protective measures.
